Actions:

  • Directed staff regarding financial assistance programs for various qualifying local restaurants suffering operational restrictions stemming from the ongoing COVID-19 pandemic, including waiving the annual $95 restaurant inspection fees and waiving the annual $350 to $2,950 liquor license fee
  • Adopted an annual budget for the Village of Glenview for the fiscal year commencing January 1, 2021 and ending December 31, 2021.
  • Gave final approval to the 2020 property tax levy ordinance, which calls for a 2020 Extended Levy for the Village of $12,757,014, representing a 0.73 percent, or $92,312, increase compared to the Village's 2019 final extended levy, attributable to an increase in the levy for Equalized Assessed Valuation of new construction and newly annexed property for the 2019 tax year. Additionally, the Glenview Public Library is proposing a 2020 levy of $8,157,071, which includes a 0.73 percent, or $47,725, increase in the 2020 debt service compared to the Library's 2019 final extended levy related to the 2016A refunding bond issue required to fund the new building. The ordinance will be on the December 8 Board agenda for final consideration.
  • Gave final approval to 2020 Property Tax Abatement Ordinances totaling $7,589,983, of which about 94 percent is related to redevelopment of The Glen. After the effect of abatements and the loss provision added by Cook County, the initial proposed total combined Village Tax Levy of $28,097,827 would be reduced by $7,589,983 for a net 2020 Levy of $20,507,844. Taking into account the Cook County provision for “loss and cost" in collection, the 2020 total Village Levy is estimated to generate $21,194,067. This is $142,622, or 0.68 percent, more than the 2019 Final Extended Levy. The ordinances will be on the December 8 Board agenda for final consideration.
  • Gave final approval to ordinances to amend the Glenview Municipal Code to amend fees charged by the Village including changes which:
    • Offer a temporary discount for using the Glenview commuter lots during the COVID-19 pandemic in 2021
    • Reduce the fee for above-ground swimming pool installation and hot tub-spa swimming pool installations to $150
    • Increases ambulance transport rates for residents, non-residents and the per-mile fee by 3 percent
    • Increases the fixed water charge by 1 percent to $7.08 per 1,000 gallons and increases the fixed sanitary sewer charge by 2 percent to $1.44 per 1,000 gallons, effective January 1, 2021
    • ​Update fees for the purchase and installation of water meters to reflect the increased cost of meter equipment
  • Amended an existing contract with On Time Embroidery for Fire Department uniform services for an additional $10,000 in fiscal year 2020 to cover purchase and alterations of duty and dress uniforms in light of pending retirements, new hires and promotions.
  • Authorized purchase of hardware from Verizon of Chicago, hardware from DCS Office Technologies of Itasca, and software integration services from Tyler Technologies of Yarmouth, Maine for a total $32,095 for the Fire Department's ImageTrend Patient Care Reporting project. This will streamline transfer of patient information from the ambulance to the hospital and provide hospitals better access to patient data for reporting measures.
  • Authorized a three-year $34,020 contract, with a three-year extension, to Perfect Cleaning Services Corp. of Chicago to clean and sanitize two parking decks in The Glen Town Center, including high touch areas, elevator cars, flooring, refuse disposal and window cleaning, four days a week for four hours each day.
  • Authorized a one-year contract, with a one-year extension, with Peter Baker and Son of Lake Bluff for “cold" patch to repair potholes temporarily during cold weather. The work was jointly bid through the Municipal Partnering Initiative with four other municipalities for $132 per ton.
  • Authorized a one-year contract, with two optional one-year extensions, with Standard Fence Co of Chicago to repair Village-owned or maintained fences. The work was jointly bid through the Municipal Partnering Initiative with three other municipalities.
  • Approved a Highway Authorization Agreement between the Village of Glenview and the owner of Kaloco Oil Company, 242 Waukegan Road, covering the Village right-of-way while the owner under takes soil and groundwater remediation to correct the release of contaminates from a leaking underground water storage tank on the property.
  • Approved a contract with U.S. Digital Designs of Tempe, Ariz. for purchase of an automatic voice dispatch software solution and Fire Station alerting hardware for $459,848, and waived the formal bidding process to authorize a contract with DigiCom Inc. of Wauconda for $70,667 to install the system at the Village's two Glenview Public Safety Dispatch centers and five fire departments. This replaces a slower voice notification and “pre-tone alert process with a more efficient automatic voice dispatch solution.
  • Authorized purchase of a sidewalk plow with attachments for $167,478 from Trackless Vehicle Ltd. of Courtland, Canada to replace two units at their end of their usefulness. Village crews remove snow and ice from 41 miles of sidewalks, and hires contractors to remove another 40 miles.
  • Preliminarily approved a water main recapture agreement associated with the construction of a water main installed on Becker Road east of Wagner Road when a single-family house was built at 809 Becker Road.
  •  Preliminarily established Special Service Area 100 for the installation of curb and gutter on North Glenayre Drive between Glenview Road and the north end of the street, to facilitate payment of the residents' share of the improvements.
  • Preliminarily established Special Service Area 101 for the installation of curb and gutter on Surrey Lane and Forestview Lane between Glenview Road and Central Road, to facilitate payment of the residents' share of the improvements.
