2660 North Pfingsten Road


Project Overview
The developer, XRPR Glenview, LLC, is requesting a zoning change and plan development approval to accommodate a 40-unit townhouse development arranged around a new residential road. The overall gross density of the development would be approximately 4.7 units per acre. The requested RT-8 Residential zoning designation and planned unit development would accommodate the proposed density and the multi-building concept on the site.
The townhouses would be arranged in two-unit duplexes. The proposed roadway would be an extension of the existing Charlie Court and would provide egress to Pfingsten Road. The development would include on-site detention, landscaping, and a sidewalk network along the length of the proposed Charlie Court extension.
Townhouse units would vary in size from 1,940 square feet to 2,650 square feet and would include three or four bedrooms. It is anticipated by the applicant that the primary market for these units would be empty nesters, retirees, and those looking to downsize but enjoy a single-family unit with upscale finishes and a first-floor bedroom.
2660 Pfingsten Rd: 8/1/2025 Project Update 08/01/2025
The Residences at Charlie Court (2660 Pfingsten Road) is progressing toward final approval.
On July 9, 2025, the New Development Commission granted final approval for the 40-unit duplex development. The developer is currently awaiting approval from the Metropolitan Water Reclamation District (MWRD) related to stormwater management. Once that approval is granted, the developer expects to begin the removal of trees and installation of utilities and infrastructure in accordance with approved plans. On August 5, 2025, the Board of Trustees will be asked to grant final approval of the Plat of Subdivision for the property. This will result in the dedication of public right-of-way for the extension of Charlie Court and the creation of easements related to stormwater detention, utilities, and a community gateway sign to be installed by the developer. 2660 Pfingsten Road: 6/24/2025 Project Update 06/24/2025
Thank you for your continued interest in the status of the proposed development at 2660 Pfingsten Road. In April 2025, the Board of Trustees formally approved an Ordinance granting the rezoning, planned development, site plan approval, preliminary appearance approval, and preliminary plat approval necessary to allow the project to go forward.
Since that time, the development team has been preparing more detailed design and engineering plans. It is expected that the applicant will appear in front of the New Development Commission (NDC) on Wednesday, July 9, 2025. The meeting will be held at Village Hall (2500 East Lake Avenue) and will begin at 7 PM. During that meeting the applicant will request final appearance approval (including architecture, landscaping, signage and lighting) and final plat approval. 4/08/2025 Update: 2660 Pfingsten Rd 04/08/2025

Thank you for continuing to follow the status of the development at 2660 Pfingsten Road! On April 3, the Board of Trustees was asked to consider the New Development Commission's (NDC's) recommendation of the approvals necessary for the proposed development to go forward. Trustees unanimously supported the NDC's recommendation, and final approval of an Ordinance approving the development will be on the Board of Trustees agenda on April 15. (It is expected that the item will be on the consent agenda and will only be discussed if a Trustee wishes to move it to regular business.) If the Ordinance is approved on April 15, the applicant will then transition into final design and engineering in advance of a permit being issued for the development.
3/28/2025 Update: 2660 Pfingsten Road 03/28/2025

The proposed Residences at Charlie Court is going before the Board of Trustees for consideration of final approval!
On March 12, the New Development Commission recommended approval of the proposed 40-unit townhouse development at 2660 Pfingsten. Next, the Board of Trustees will consider final approval of the project on April 3. During that meeting, Trustees will conduct their first reading of the ordinance granting the requested zoning change for the property, final site plan approval, preliminary design approvals, and preliminary subdivision approval. (It is expected that the final approval of the ordinance would take place on April 15.) Materials being provided to the Board of Trustees can be found here. If approved, the developer will prepare final design and engineering materials for review by the New Development Commission later in 2025.
3/14/2025 Update - 2660 Pfingsten Rd Project 03/14/2025

Thank you for your continued interest in the development review process for 2660 Pfingsten Road. On March 12, the Glenview Development Commission - New Development recommended approval of the proposed development plan. The video of that meeting can be viewed on our Meeting Agendas, Minutes, and Video webpage. The Board of Trustees is scheduled to hold its first consideration of the Glenview Development Commission-New Development's approval on April 3 as part of their regularly scheduled meeting that will begin at 7:30 PM. It is expected that the agenda and packet for that meeting will be posted by the close of business on Friday, March 28.
