Incentive Programs
The Village offers various incentives for residents and business owners. Browse these incentive programs below, or call the Community Development Department at 847-904-4400 to learn more.
Overhead Sanitary Sewer Conversions
Homes with gravity sanitary sewer systems are susceptible to sewage back-up. Converting to an overhead system can greatly reduce this risk. Through this cost-sharing initiative, the Village and the homeowner will each pay 50 percent of the cost of this conversion -- up to a total project cost of $15,000.
Tenant & Facade Improvement Program
In 2021, the Village Board approved the Economic Development Strategic Plan and Downtown Strategic Plan, which recommended the creation of business support programs to spur redevelopment, increase curb appeal and attract new tenants to Glenview’s commercial corridors.
The Board approved updates to these programs to further enhance the retention and recruitment of businesses and assist Glenview property and business owners.
Use of the programs is focused primarily on the recruitment of retailers and to beautify aesthetically challenged buildings where longtime or ‘legacy’ businesses currently exist.
Utilizing eligibility criteria and following an evaluation of the project by staff, preference for business support would be given to restaurants and retail projects that include new investment to expand or enhance their business, or to fill vacant spaces and projects with the potential for property tax and sales tax growth.
The support is not intended to be used for:
- routine repairs and maintenance projects
- businesses and property owners receiving separate economic assistance from the Village
- new construction projects
Business Support Program Tiers
The Façade Enhancement and Tenant Improvement programs will award grants equaling 50% of the costs for qualified improvements to the facades of buildings or tenant space improvements up to the total amounts listed in the below support tiers.
Design Assistance Needed? - Have difficulty visualizing what opportunities for improvements might be available for your tenant space or building facade? To assist businesses in understanding their façade or tenant enhancement possibilities, the Village has an architecture assistance program whereby the Village funds an architect to support tenants and owners in translating their exterior or interior vision into a design report with graphics. The report can be used by businesses as an aid in determining and prioritizing the types of improvements they would like to pursue and can be handed off to another architect that could draw up bid and permit drawings for the actual proposed work.

Lead Service Line Replacement Program
On August 2, 2022, the Glenview Village Board approved a 50-50 cost-sharing program to support homeowners replacing private lead services - from the buffalo box to the the home.
For private lead services discovered with Village water main replacement projects, the Village's assigned project manager will work directly with impacted residents. For homeowners who wish to pursue replacement with a contractor they hire, the cost-sharing approval and reimbursement will be handled as part of the required building permit.

Tree Planting Incentive Program

Launched in 2022, the tree planting incentive program provides a 50 percent reimbursement -- up to $300 – for preapproved tree planting projects.

The Tree Planting Incentive Program emphasizes proper tree selection, planting, and care. Resources supporting the program include the approved tree species list, Under the Canopy brochure, and Tree Owner’s Manual.

Rain Garden & Rain Barrel Program
Rain Barrel Program
Reduce your water bill, divert the water coming out of your downspout and have a free supply of "soft water" (containing no chlorine, lime or calcium) with a rain barrel. Rain barrels attach to downspouts on your house or garage and collect run-off rain water. This water can then be dispensed through a hose - attached to the bottom of the barrel - to water plants, wash the car or a bike, clean muddy shoes, or wipe down windows.
The Metropolitan Water Reclamation District of Greater Chicago (MWRD) offers rain barrels for sale. Residents can get a 55-gallon capacity frost-proof, durable plastic resin rain barrel directly from MWRD. MWRD will deliver rain barrels directly to the resident's property, along with the necessary connection hardware; delivery can take several weeks. Installation is the responsibility of the resident.

Cook County Business Incentives
The Cook County Assessor's office administers several real estate tax incentive programs -- among them, the 6(b) and 7(b) -- to stimulate the development and/or expansion of industrial, retail and office facilities. For a business to be eligible for any of these incentives, the municipality -- in this case, the Village of Glenview -- must expressly state that it supports and consents to the filing of the application and that it finds the incentive necessary for development to occur on the subject property. Economic Development staff coordinates the Village's review of these applications.
